Li-ion cells are charged in two stages. The first stage is a fast charge with the highest possible voltage, while the battery is charging at maximum speed. When the battery voltage reaches the set value, the charger proceeds to the second stage of the charge. Only the charge current changes, the voltage remains unchanged.
